Bangladesh’s Digital Tax Net: A Positive Reform That Must Stay Fair for Ordinary Taxpayers

Bangladesh is moving toward a more digital, documented, and transparent income tax system. From e-TIN and e-Return to online return submission, Return Verify/PSR, eTaxPayment, eTDS, and other digital services, the direction is clear: the country wants a stronger, more traceable, and more modern tax administration system.

This is a positive reform. In fact, it is necessary.

A growing economy cannot depend forever on manual paperwork, physical visits, informal practices, and fear-based compliance. A digital tax system can reduce hassle, improve transparency, save time, and make tax records easier to verify. For the Government, it can support better revenue mobilization. For taxpayers, it can eventually make compliance faster and more predictable.

But as we welcome this reform, one important question deserves careful attention:

Is the compliance experience equally easy for everyone?

The Reform Is Positive — But the Experience Is Not Equal

A high-income taxpayer usually has access to professional support. They may have an accountant, a tax consultant, organized bank records, investment documents, business statements, and someone to prepare and submit the return on their behalf.

For them, digital tax compliance may feel like a system upgrade.

But for a low-income or middle-income taxpayer, the same system can feel very different.

Think about a small service holder, a junior employee, a freelancer, a small trader, or someone who opened a TIN only because it was required for banking, a loan, a credit card, a trade license, land registration, or another formal service. This person may not be trying to avoid tax. Very often, they simply do not understand what to do next.

They may ask:

Do I need to file a return every year? What if my income is below the taxable limit? How do I show my assets and liabilities? What happens if I make a mistake? Do I need to pay a consultant? Will there be a penalty if I miss something?

These are not signs of unwillingness. These are signs of a knowledge gap.

Compliance Burden Is More Than Tax Payment

When we talk about tax burden, we often think only about the amount of tax paid. But in reality, compliance burden includes many other things: time, fear, documentation, digital literacy, consultant cost, and the ability to understand the system.

For a modest-income person, even a small professional fee can feel heavy. A simple mistake in return filing can create anxiety. Many people are afraid of tax offices not because they want to hide income, but because they do not know the process.

This is where fairness becomes important.

A wider tax net is good for the country. But the process must not make honest ordinary taxpayers feel punished for being formal. If a person earns modestly, keeps limited records, and has no complex financial transactions, the return filing process should be simple enough for that person to complete with confidence.

Digital Tax Reform Should Build Trust

The success of tax digitization will not depend only on technology. It will also depend on trust.

If people feel the system is understandable, they will participate more willingly. If people feel the system is only for experts, they will become nervous. If ordinary taxpayers need professional help for even the most basic compliance, then the system may become technically digital but practically difficult.

This is especially important in Bangladesh, where many people are entering the formal tax net for the first time. For them, the first experience matters. A smooth first experience can create long-term compliance culture. A confusing first experience can create fear.

NBR’s move toward digital services is a strong step in the right direction. The next important step is to make the user experience simpler, especially for first-time and low-complexity taxpayers.

What Can Make the System More Citizen-Friendly?

A few practical steps can make a major difference.

First, there should be a simplified return pathway for low-income and small taxpayers. Not everyone needs the same level of complexity. A salaried person with one job and no major investment should not feel the same level of pressure as a complex business owner.

Second, pre-filled return options can help salaried taxpayers. If salary, TDS, and basic taxpayer information can be pre-populated, many people will find filing much easier.

Third, Bangla-first guidance is essential. Short video tutorials, simple examples, and step-by-step instructions can help ordinary taxpayers understand the process without fear.

Fourth, help desks should be more accessible. Free or low-cost assistance for first-time filers, small traders, freelancers, and low-income taxpayers can build confidence.

Fifth, there should be a supportive approach for small mistakes. A warning or correction window before penalties can encourage honest taxpayers to fix errors instead of becoming afraid of the system.

Finally, technology should also be used to focus on high-value income, lifestyle, and asset mismatches. A fair tax system should support ordinary taxpayers while also identifying sophisticated non-compliance where the real revenue risk may be higher.

The Goal Should Be Wider Net, Fairer Experience

Bangladesh needs a stronger tax culture. We need more documentation, more transparency, and more participation from citizens who are financially capable. Digital tax reform can help achieve that.

But the reform will be most successful when it feels fair, simple, and supportive for ordinary people.

The goal should not only be to bring more people into the tax net. The goal should be to help people comply correctly, confidently, and without unnecessary fear.

A modern tax system should be transparent for the Government and understandable for citizens.

That is the balance Bangladesh should aim for: a wider tax net, a simpler process, and a fairer compliance experience for all.
